Signing of ICBA-advocated ‘trigger leads’ bill marks successful community bank advocacy

ICBA and the nation’s community bankers have delivered another advocacy win in what has been a historically successful 2025, with President Trump today signing into law ICBA-advocated legislation to restrict “trigger leads.”

 

The Homebuyers Privacy Protection Act will restrict credit reporting agencies from selling consumers’ contact information when they apply for a residential mortgage. These “trigger leads” have led to a deluge of solicitations for prospective homebuyers, creating hassles and confusion for consumers.

 

ICBA has worked closely with lawmakers for years in support of a legislative response, including in letters and congressional testimony this year. But the difference maker in this success has been our industry’s sterling reputation for serving communities as well as the profound impact of community banker grassroots advocacy, including via this year’s ICBA Capital Summit. The passage of this bill as standalone legislation—a rarity in Congress these days—reflects our industry’s commitment to advocacy and effectiveness in grassroots outreach.
